A total of 3,000 candidates under the Canadian Experience Class were invited to apply for permanent residency in the August 19, 2021 draw.
As per the tie-break rule, only candidates who submitted their profile before August 01, 2021 at 10:13:57 UTC were nominated. If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.
What is Canadian Experience Class (CEC)?
This category is for skilled workers who have Canadian work experience and want to become permanent residents. Candidates must have at least 1 year of skilled work experience in Canada, in the last 3 years before they apply.
How are candidates selected from the Express Entry pool?
IRCC ranks candidates in the Express Entry pool using a point-based system known as the Comprehensive Ranking System (CRS). The highest-ranking candidates are selected from the pool and invited to apply for permanent residence. CEC candidates with only 403 points were invited by IRCC through the CEC.

The CRS required in the 16th CEC Draw held on August 19, 2021 was only 403, one point less than the previous draw held on August 05, 2021.
We can notice an up and down trend in the minimum score requirements for the CEC draws during this year. The frequency of Express Entry draws usually affects the CRS cut-off score.
The total number of invitation allocated for CEC candidates this year amounts to 97,653.
The August 19, 2021 draw is the 32th draw of 2021 and brings the total ITAs issued so far this year to 105,779. IRCC has planned to admit 108,500 Express Entry candidates in 2021.
Only two types of programs -specific Express Entry draws were held by IRCC, namely CEC and PNP throughout the pandemic situation. Candidates from both categories are more likely to already be living in Canada. As per a research conducted by IRCC it was deduced that those candidates who have a Canadian work and/or study experience can easily integrate quickly into the labour market. Around 90 per cent candidates are applying domestically. On the other hand, candidates who have been nominated by a Province often need work experience, study experience or some other connection to the province.
