BUSINESS CONCEPT REQUIREMENTS

The BC PNP considers registration to establish new business venture, purchase of an existing business, establishing partnership with an existing business, or partnership with foreign or local entrepreneur.

When applicants receive Invitation To Apply (ITA), they will have to submit a comprehensive business plan. Applicants will have to demonstrate that the business being established or purchased will contribute to BC’s economic growth and that they will own a minimum of 33.3% of the established or proposed venture. Should they have less than 33.3% ownership, applicants will have to invest a minimum of $1,000,000 in an equity purchase.

Eligible business

A franchisor may be eligible if the proposed franchise is a well-established. The applicants must provide an expansion or improvement plan which should be in accordance with the requirements of the franchisor.

Ineligible business

An immigration-linked investment scheme in accordance with Provincial Immigration Programs Regulation section 6(e) and the immigration and Refugee Protection Regulations (IRPR) section 87 (5) (b) and as defined in IRPR 87 (9)and any business where the terms of investment include a redemption option pursuant to IRPR 87(6)(d)

  • Businesses such as:
    • payday loan, cheque cashing, money changing and cash machine;
    • bed and breakfasts, hobby farms and home-based;
    • pawnbrokers;
    • scrap metal recycling;
    • coin-operated laundries;
    • automated car wash operations;
    • real estate development/brokerage, insurance brokerage or business brokerage
  • Businesses involved in the :
    • production, distribution and sales of pornography or sexually explicit products and/or services; and
    • provision of sexually oriented services

Business which sells used goods, excluding business providing repairs, refurbishment or recycling services

Other type of businesses that by association would bring the Government of British Columbia or the BC PNP to disgrace.

  • Registrations for the following proposed businesses in Regional districts having a population of more that 300,000 will be rejected:
    • Gasoline service stations;
    • Convenience store;
    • Dry cleaning services;
    • Tanning salons;
    • DVD rental stores and
    • Personal businesses

Note: If the proposed business is ineligible, an applicant will be prohibited to register for the Entrepreneur Stream
